Many people jacking up a building. This is a great metaphor for China's industrial economic boom over the past decade.

They would've started weeks earlier; but 20 ton jacks weren't on sale yet.

Using so many is a good work-around, sans availability of normal millwrights. If me, I'd also rather pull down on two jack handles than one.
I'm thinking this is some type of community project, maybe couldn't get commercial monetary support.
