Clearly someone forgot to set the fountains timer to the off position.
I've seen a couple cities in Europe with those systems installed. they are used for various entertainment events with programing to make the water appear to dance to a theme. sometimes on hot days they may turn them on for the kiddies to play in.
But I think they may have been installed as a aid to clean up the pavement after an event

Who thought Fountain Square was a good place for an open air market? Unfortunately Bill, the guy with the keys to the fountain called off today. Bet they're glad they didn't set up 3 feet (approximately 1m) further out! The woman with the water color artwork booth isn't too happy right now!
