Measuring an End Mill's Effective Diameter

This article offers a method for measuring the actual distance from the center of rotation of an end mill to the point on the cutter farthest out. I call twice this distance the “effective diameter”. This method takes into account the diameter of the end mill plus any runout of the fixture holding it.
