It looks to me to.be a video of a screen showing security cameras footage, there are tells at the edge of the view.

Associations are well noted for slow decision making and poor judgment, especially when faced with having to raise large sums of money to accomplish something even if they are made aware of the consequences of not doing what is needed in a timely manor.

There will be a lot liability lawsuits probably down to the poor maintenance guy
