It looks like a home grown solution to a problem. The problem="Job=" looks like laying down large rolls of mats. Often these type of mats are used for asphalt underlayment. Just prior to asphalt being applied the road surface is oiled then the rolled underlayment is placed down the asphalt is applied and rolled.
