I don’t agree with your practicality score of zero for this. The use of non-Newtonian fluid in this application would reward the drivers that go slow whilst punishing those who won’t slow down. I think giving it a nastier profile, such as the removable speed bumps fitted outside construction jobs, would make it more effective.
