Not necessarily "that much less capacity" if the pipe they are lining had rough, corroded walls or offsets at bad couplings or if, as with residential laterals, the old deteriorated pipe was burst by pulling a steel "pig" through it before inserting the new smooth plastic liner..

Actually, looking at the video again you see that the old pipe HAS been split so the new plastic liner is probably as large as the original pipe
