They look like cam belt wheels, I spent 30 years in manufacture of sinter metal tooling and what you are seeing is the first stage called compacting often a second stage (new tooling) to final sizing is called repressing followed by heat treatment. The powder is dry and the tooling has tolerances of .0002 or .005mm on the complete profile to keep the powder from bypassing the tooling. You find sintered components in almost everything these days from power tool parts and automotive parts, shock absorber valves, gun parts etc where high volume justifies the high cost of tooling.
