This effort is a fools' errand, since nothing will prevent hydrologic pressure from underground plus the earthquakes from forcing landslides.
Landslides can cause massive waves, like tidal waves but amplified to be much worse by the valleys downstream from the dam. I believe they are trying to prevent that. There is a fictional movie about this type of failure on Netflix called The Wave.
That has to be the most scaffolding on one job site I have seen.
3 Gorges reservoir is 375 miles long and about 600 feet deep at the dam. How long would that even take to drain all that water?

The mind boggles, It would take half the day just to get to the top. They must be living and sleeping on the job.
