    I do not see any provision for locking the chassis onto the axle bearings?

    AFAIK: Seems like only the weight of the car force the axle mounted bearings against the top pad, constrained by the bearing journals.

    I suppose it is one way of slowing the train down more quickly if it leaves the rails.
