At 21 sec, I don't see anything that resembles concrete damage. And at the 28 sec, the wheels appear that makes me think this assembly is held in place by the tension of the cable of the tram, and the adjustable tension hold. That component, appears to have failed, and let the floating assembly flip over as the long strung cable fell off.
