Unusual to say the least. They made a very lightweight unit for use on soggy ground.
Typically, hay is put into windrows to dry out in preparation for baling... but in this case I'm guessing they're going to collect it and dry it elsewhere(?), as it sure doesn't look like it's going to dry there.
Edit: Okay, I just looked this clip up on youtube... this equipment and the idea of harvesting wet grass in a bog (in a nature preserve) is proof of concept. The land is left undamaged by the lightweight machinery, but they end up using a radio controlled round baler to bale the green & wet grass. It's not for cattle feed, but perhaps for fuel pelletizing. Here's the whole clip, along with a description in English:
