This almost has to be in China. The only place in the world who would consider building something like this.
I heard an interesting story from a Professor while attending a lecture at a College in Christchurch New Zeeland.
Mind you this was a few decades ago.
He was explaining a few things about the PRC He said the reason why China was trying to break into the cheap goods market that Hong Kong held at the time. 'Before the Merging of Hong Kong with China', was because the people of the world would buy cheap things. As long as the PRC could make the rest of the world believed that China was a developing nation buy producing cheap things China would benefit from substance by the OECD. But that one day China could become a world leader in development and ultimately might even surpass places like the USA and Europe with their technologies.
I find it ironic that most of what he was saying is becoming true some 35 or so years later
