Wouldn't you stop, or at least slow down, if there was a bright white light shining in your face, in your lane when you are driving at night?

At the two second mark the driver dips down their high beams and are probably still adjusting and trying to figure out what is going on with the light in their eyes, the camera gives a much better view than what the human eye can see.

Yes, exactly, the driver cannot see. There is a bright light in the road in their path. So they keep driving?

We had something similar happen to us a few months ago, while driving at night there was a vehicle with very bright lights coming from the opposite direction. the closer it got the more it seemed like it was on our side of the road. I had been constantly slowing down trying to watch the road when at the last moment I decided it was on our lane My instincts have always been to go to the right to avoid the light I was still doing around 35 when I took to the bar ditch the utility truck just missed us as I went past in the ditch then barely managed to get back on the highway. I saw in my mirror the truck continued on into the ditch.

You can see the headlights dip down towards the road as the brakes are applied less than a second after the high beam's go off, they did their best in my opinion.
