    It's a fake video. You can see that the power window is being actuated by someone over in the driver seat, as the actor does not have the right mechanical movement to make it look like he's over driving what is a gear driven mechanism. There's no way he can overpower that. If this were a real emergency, he would break the rear window out to prevent glass shards from spraying the infant.

    That looks suspiciously like the same car, the same baby, the same car seat and possibly the same garage as the first video.
    When car windows had mechanical lever regulators most of the powered ones had motors with a worm gear which are very hard to drive from the output shaft.
    The last window I looked at had a plastic track with gear teeth. It was the rack of a rack and pinion drive system. I haven't had a drive motor/gearbox apart in years so don't know if they still use a worm drive or not.
    Something about this "technique" just doesn't seem right...

    The plunger meme also comes in a door lock version. It only has to "work" on one car to gain traction on the net.
