Since it actually says "1926 Los Angeles California" at the beginning of the film, I'd say Freddie is an American in America. Gotta love the "sound effects", at least parts of the film are silent. The jingle of the straps and the sound of him "starting" the bike with an electric starter. He's obviously shifting the already running bike into gear. The sound of the footsteps of the man running to the crash site. Very exaggerated and clear, unlike any other film of the time. And why isn't there more of a ramp at take off? Spring assisted deployment of the chute? No head protection or any other safety gear? Looks more like a suicide attempt than a parachute test.
