Titanium anodises like that - the colour is related to the voltage difference (there is a video somewhere on this site which shows it really well see Coloring titanium with different anodizing voltages - GIF and photo)
the solution is usually a coductive solution, often a TSP detergent to help reduce any residual grease ... when doing anodising of Ti jewellry, the final stages of fit and polish are done with clean cotton gloves, after the degreasing and alcohol cleaning - that way there is no reason for the anodising to have blotches or fade marks.
