That looks like handy tester but you can also make your own tester.

I have actually been researching how to do this for a while. You can also make your own tester.

Example 1 is quick and dirty, tells you if you have ethanol content, but not really what the percentage is.

Example 2 is a more precise way to get very close to knowing the exact percentage of ethanol. This one is difficult to read as the page is filled with adds. But if you scroll through to the bottom, it has a good explanation, and a couple of the comments are informative also.
