Is it possible criminals are so prevalent, that figuratively a government could/ would hire them as ready mercenaries against their constituents, knowing their armed forces are primarily right leaning, and wouldn't comply?
As the covid experience has proven, the military and more over the Police (Aus and NZ are the best WORST examples) followed orders to such a point that people no longer trust them not to simply 'follow orders'. Many years ago (1980's) I applied for a 'civilian' Police job working in a Police garage, I didn't get the job as I answered the senior officer on the interview panel honestly, "no, I wouldn't follow what I believed was an unlawful order", things have gotten much worse since then.

The EU's ambition for an EU military was one of the reasons I voted for Brexit, as the EU would have complete control over member nations armed forces, and could send them to suppress civilians (and politicians) in other member states, some contend Maggie Thatcher didn't want 'the troubles' in Northern Ireland to end as it was a useful training ground for UK armed forces to train in supressing UK civilians on UK streets...
