A tad more info on this bizarre photo -

These types of tests generally test the effectiveness of the helicopters instruments under icing conditions (during low temperatures, or when the helicopter is going through a cloud). A spray rig like this was used for testing back in the day. [Not sure what "day" "back" we're talking about, but okay.]
