This appears to be locomotive. Betting at least one stop as shown, right in front of Hotel Cabrillo.
Long ago, but about same timeframe there was electric railcar service Kansas City to St. Joseph, MO. St. Joe was larger than Kansas City, until they voted down a rail yard, propelling KC far ahead. The traffic was largely weekenders, business people with secondary homes 65 miles away. At 80 mph, is a quick trip, basically same route as I-29 is now.
