Around here, centeral ny, most all secondary roads are tar and stone or are capped with tar and stone over asphalt. In the summer there used to be tar bubbles in the road from the heat of the sun, seems the tar used does not bubble up any more except on the hottest days. Also in the summer there are polished stripes down the roads from the snow plow shoes. If there is adequate drainage and bace tar and stone holds up fairly well. If not, well lots of potholes.
