it's almost like they're harvesting something off the piles - not sure if oysters, or perhaps something else?

There is a possibility they are harvesting barnacles for use in fertilizer. It is obvious the piles are used for some kind of sea farming operation. much like the PVC pipes they have in a tide pool in the Puget soundQuote:

I think there are strict environmental regulations concerning disposing of barnacles when a boat is hauled out. Probably because of toxicity of the antifouling paint however.

I saw a similar process in Brittany France where they grow oysters. (1997) Fences like grape vineyards are built in tidal area and covered with special clay tiles. When harvested the tiles are hauled out to a machine that strip off the oysters and then re-coats the tiles with cement with oyster spawn mixed in. Then the tiles are rehung on the fences. Now it looks like the tiles have been replace with mesh bags that are cleaned and sorted several times before final harvest.
